In front of Todaiji there was monk with a bowl murmuring sutras. This man has just put some coins into his bown, and the monk is gesturing with his staff. If you look closely, you can see the characteristic three rings on either side. When the staff is full size, I think the rings are supposed to jingle as the monk walks so that the bugs will get out of the way and not be accidentally killed by the monk.
