If you look closely, the man in the picture is wearing a mask. Everyone was wearing masks because they were afraid of swine flu. An Osaka high school group took a field trip to Kobe and came back sick with swine flu a couple of days before I arrived. They shut down schools in Osaka the week I was there. Never mind that Kyoto is half an hour away from Osaka, there were still plenty of people wearing masks.
